Before you go and buy a new fork and have it glued and cut,
1) Have you tried just flipping the stem so that it raises the handlebars?
You should still have the steerer tube about a mm
or two below the top so you can get an appropriate amount of load on the bearings before
torquing the stem bolts.
Some may whine about how this looks with a stem flipped up, (no one cares) but it'll give you
an idea what it's like with the handlebars raised before you buy a new fork, get it cut and
re-done. You may also find the LBS has another slightly used fork that is longer.
Just thought I'd mention that, as you may find that you don't want it any higher, or the
flipped works, and it's free.
