Can someone let me know whether the washer that comes with the Rotor crankset is used on the non drive side on a R5ca please

Yep.
~13mm spacer on the right side, take up any gaps by adding washer(s) on the left side. You want to be able to turn the adjusting ring only a little, so its threads are mostly engaged.
