Cofidis and BBox denied ProTour Licences
The reason given was that "The two teams concerned are currently sitting 19th and 20th in the UCI
World Ranking, below Professional Continental teams Cervélo Test team,
Serramenti PVC Diquigiovanni and Acqua & Sapone." Radio Shack's license request is still under review and Astana may have its ProTour license pulled ... I'm guessing that if Contador goes, so goes Astana as a ProTour team.
This raises the point raised by Gerard ... what incentive does a team have to maintain ProTour status? Cervelo opted for ProContinental status (it has a ProTour wildcard evidently due to the strength of its lineup), presumeably because it does not have the depth to be competitive in many of the races it is obligated to race as a ProTour Team.
